The most affected and at risk children and adolescents are refugee and displaced children, children from minorities or living in areas of armed conflict, or affected by epidemics and food insecurity, and children from the most socio-economically precarious families. Children with disabilities without adequate support (see section 1.5 on the analysis of the needs of people with disabilities) and children outside the family (including unaccompanied children, in street situations, in detention or in institutions and children associated with armed groups) remain more exposed to protection risks. In addition, all of the humanitarian crises in the DRC increase the risks of sexual and gender-based violence (GBV) for girls and adolescents (see section 1.5 on the needs analysis of GBV survivors). Children represent on average 60.5 percent of internally displaced persons with increased risks of family separation and various violence. In addition, the six grave violations against children in armed conflict identified by the United Nations Security Council are all present in the DRC and in almost all emergency areas. A total of 3,831 serious violations, affecting 3,796 children (2,908 boys, 888 girls) were thus documented in 2019. From January to June 2020, a 16 percent increase in violations compared to the same period in 2019 (1 556 against 1,354 violations) was noted.

The Child Protection Sub-Cluster (GTPE) targets 704,000 children in 2021, including 359,000 girls and 345,000 boys. The sector objectives are as follows:

1. Respond to the urgent needs of 11,757 children associated with armed forces and groups (EAFGA) including 2,940 girls and 1,760 disabled, and 17,580 identified unaccompanied children, including 8,965 girls and 2 640 disabled, identified through individual monitoring and transitional care (contributes to specific objective 1.5)

2. Provide psychosocial, medical and holistic care to 6,259 children and adolescents victims of violence including sexual and gender-based violence, including 5,600 girls and 939 disabled (contributes to specific objective 1.5)

3. Provide psychosocial support, including through access to Child Friendly Spaces or individual or group support, to 583,127 vulnerable children and / or affected by humanitarian emergencies, including 297,395 girls and 87,470 disabled, (displaced children, returned children, head of household, disabled child, separated children), and includes children and their families affected by epidemics (contributes to specific objective 1.5)

4. Prevent the risks of family separation and violations of children's rights, including through awareness-raising activities, monitoring of serious violations (MRM) and strengthening of community protection mechanisms, which will target around 353,137

5. Ensure adequate and sustainable socio-economic / school reintegration and community reintegration for 7,346 CAAFAG (contributes to specific objective 2.5) 6. Respond to the medium-term needs of 17,580 identified unaccompanied children, including 8,965 girls and 2,640 disabled, through family tracing and reunification or an appropriate replacement solution (contributes to specific objective 2.5)
